***RFI Response*** To clarify the existing duties, all installation‑related tasks referenced in Item F.a.2 are limited to basic landscape labor functions that fall squarely within the scope of Standard Occupational Classification (SOC) 37‑3011, Landscaping and Groundskeeping Workers. Workers do not perform construction‑level carpentry, masonry, or equipment‑operator duties. 1. Installation of rock gardens, ponds, decks, drainage/irrigation systems, retaining walls, fences, planters, and/or playground equipment: When these tasks arise, the workers’ role is strictly limited to assisting senior staff with simple, manual labor such as placing small rocks, positioning pre‑fabricated edging, setting lightweight planters, holding materials, digging shallow holes, leveling soil, spreading mulch or gravel, and assembling pre‑made components. Workers may use basic hand tools such as shovels, rakes, trowels, wheelbarrows, small tampers, and simple battery‑powered hand tools (e.g., drill or screwdriver) for light fastening. All structural construction, heavy equipment operation, cutting, framing, or specialty system installation is performed by supervisors or subcontracted specialists. 2. Grading and contouring for proper drainage: Workers assist with light soil preparation only. Tasks may include raking soil, smoothing surface areas, filling low spots by hand, lightly tamping loose soil, and following supervisor instructions to create minor surface contours. Materials consist of soil, sand, mulch, and small aggregate. Tools are limited to rakes, shovels, hand tampers, and wheelbarrows. Workers do not perform machine grading or operate grading equipment. 3. Installation of pavers: Workers assist with basic site preparation and placement of individual pavers by hand. Tasks may include removing debris, leveling bedding sand with a rake, aligning pavers, and lightly tapping them into place with a small hand mallet. Materials include sand, gravel, and pre‑manufactured pavers. Tools include hand trowels, rakes, levels, knee pads, and rubber mallets. Workers do not cut pavers, operate saws, or perform masonry. ***Original F.a.2*** Landscape or maintain grounds of property using hand or power tools or equipment. Workers must be able to perform a variety of tasks without close supervision, which may include any combination of the following: sod laying, mowing, trimming, planting, watering, fertilizing, shoveling, mulching, weeding, and raking. Assists with sprinkler installation, installation of mortarless segmental concrete masonry wall units/pavers/similar. Assist with installation of rock gardens, ponds, decks, drainage/irrigation systems, retaining walls, fences, planters, and/or playground equipment. Assist with grading and contouring for proper drainage. Loading/unloading landscape equipment/materials; clean equipment/worksite when job is complete. Must exercise independent judgment; may be asked to demonstrate tasks to other employees but position does not include supervision of other workers.
